extension of Business visa while waiting for work permit

Question: we have a consultant in Uganda on a BV that has been extended once before and needs to be extended again while he waits for his Work permit, can he do this in Uganda or does he need to leave the country?

Answer:
1) Let him try to get an extension once again, giving the reason that he is working on the work permit. If this fails,
2) He might need to leave the country first and then return again as the extended Business Visa expired. So that he gets a fresh Business Visa as he continues to work on the extension of his Work permit.
