American opening business in Uganda

Question:
I am in America. I have an apartment in Mukono, Uganda and desire to start a small business in Uganda. I will be trying to import items from Turkey to sell in Uganda. Is it possible for me to register my business when I am not there?

My business partner is in Turkey and our man who works with us from Uganda will come with me to Turkey. He will fly to Istanbul to meet me. How can we set up a small business as my business and yet have all three of us on the business? And can I airship my signed papers to the registry because I cannot now come to Uganda? I hope to come within the next year.

It is important I set up the business now because of taxes I must pay for supporting friends and employees in Uganda while I have no registered business?
